摘要：在EPC项目结算、审计过程中各方对工程变更是否合理、造价能否调整往往存在争议。本文对EPC项目引起造价争议的常见问题进行剖析，包括造价体系不健全、招采行为不规范、合同履约不重视，从造价体系、招采行为、合同履约等方面提出措施建议，以期为EPC项目造价争议解决提供参考。

Abstract：For EPC model，due to disputes over whether engineering changes are reasonable and cost adjustments are often present in the settlement and audit processes. The paper analyzes problems that causing cost disputes，including incomplete laws and regulations in the pricing system，non-standard operational behavior during the bidding and procurement stage，imprecise content agreement in contract signing，and inadequate performance of contract implementation. Then，proposes measures and suggestions from the aspects of price system，operational behavior，contract requirements，and performance behavior，hopes to provide reference for the resolution of EPC project cost disputes.
