摘要：在构建新能源基础设施公募REITs融资架构的基础上，剖析风险点并提出应对措施，为建筑企业涉足新能源基础设施建设项目时开展公募REITs融资提供参考。建筑企业可以通过担任原始权益人、战略投资者和运营管理机构等角色参与新能源基础设施公募REITs融资，但会面临底层资产规模或存续期限不足、补助政策变动、运营成本高企等风险，建议通过构建多元资产池、增强扩募能力、参与碳交易、提高议价和运营成本管控能力等路径

应对。

Abstract：Based on the construction of the new energy infrastructure public REITs financing framework，the paper analyzes the risk points and proposes countermeasures to provide a reference for construction enterprises to carry out public REITs financing when involved in new energy infrastructure construction projects. Construction companies can participate in the public REITs financing of new energy infrastructure by acting as original equity owners，strategic investors and operation management institutions，but they will face risks such as insufficient underlying asset scale or duration，changes in subsidy policies，and high operating costs. It is suggested to build a multi-asset pool，enhance the capacity of fundraising，participate in carbon trading，and improve the ability to negotiate and control operating costs.
