摘要：本文首先对核电工程项目总承包模式下施工质量分层管控的组织运作现状进行分析，并从施工技术控制、施工作业控制和施工质量监督三维度阐述管控特点，基于核电工程管理实践和分级方法，提出施工质量分层控制体系，为核电工程以及其他大型项目的施工质量管理提供借鉴和参考。

Abstract：This paper expounds the operation mode of project construction quality control organization. On this basis，it puts forward the quality control mode based on three dimensions of construction technology control，construction operation control and construction quality supervision，as well as the main control points of each dimension. Finally，based on the practice of nuclear power engineering management，the methods and contents of hierarchical control of construction quality control are proposed，which can provide reference for the construction quality management of nuclear power engineering and other large-scale projects.
