摘要：以我国2010年至2023年间颁布的全过程工程咨询（简称“全咨”）相关政策作为样本，基于样本查找、筛选、分析框架构建、政策文本编码和文本量化分析的逻辑，从政策工具理论角度构建全咨政策工具-参与主体的二维分析框架，探讨我国全咨政策发展的特征。研究发现，全咨政策主要以环境型与需求型政策工具为主，供给型工具相对欠缺；从参与主体来看，现存政策对于政府、勘察设计单位、监理单位的参与度涉及更多。根据分析结果提出适度降低环境型政策工具应用频率、完善既有全咨市场激励机制、加大对全咨相关的科研项目投入等建议。

Abstract：Based on the relevant policies on the whole-process engineering consulting promulgated in China from 2010 to 2023，this research from the perspective of policy tools established a two-dimensional analytic framework containing whole-process engineering consulting policy tools and involved participants. Following the logic of sample selection，analysis framework construction，policy text coding，and quantitative analysis of policy texts，the policy development characteristics of whole-process engineering consulting policies in China are explored. It is found that the whole process engineering consulting policy tools are mainly environment-oriented and demand-oriented，and supply-oriented policy tools are relatively lacking. From the perspective of involved participants，the existing policies involve more participation of the government，survey and design units，and supervision units. According to the analysis results，suggestions are put forward，such as reducing the application frequency of environmental policy tools，improving the existing incentive mechanisms of the whole process engineering consulting market，and increasing the investment in scientific research projects.
