摘要：随着《政府投资管理条例》的出台，政府投资正式步入法治轨道，批复概算的约束力也更加强化。本文针对政府投资项目超批复概算的一般情况，结合典型案例进行分析总结，提出政府投资项目超批复概算的投资管控建议，希望为政府投资项目投资管控提供参考。

Abstract：With the promulgation of the Regulations on the Administration of Government Investment，the investment projects of our country have been following the rule of law，further enhancing the constraints on approved budget investments. This article focuses on the general situation of government investment projects exceeding the approved budget，analyzes and summarizes typical cases，and proposes investment control suggestions for government projects that exceed the approved budget，hopes to provide reference for investment control in government investment projects.
