摘要：在“碳达峰碳中和”战略背景下，片区综合开发项目的低碳化建设不仅是社会经济活动减碳的基本要求，也是项目践行国家战略、顺应时代发展的应有之举。项目建设阶段的减碳管理不仅事关施工环节的减碳效能，也事关项目建成后的运维减碳成效。本文在分析片区综合开发项目特点及低碳化建设策略制定思路的基础上，就片区综合开发项目低碳化建设管理策略进行梳理，提出合理设定减碳目标、制定相应的减碳实现路径，发挥建设单位在规划设计阶段的减碳统领作用，强化施工主体在项目建设阶段减碳的主导作用，用足政策红利、积极争取“碳补偿”资金支持，以及发挥信息技术和信息平台在项目减碳中的支撑作用等，以期为相关同业开展同类项目的低碳化建设管理提供参考。

Abstract：In the context of the “carbon peak and carbon neutrality” strategy，the low-carbon construction of comprehensive development projects in the area is not only a basic requirement for reducing carbon emissions in social and economic activities，but also a necessary action for the project to implement national strategies and adapt to the development of the times. The carbon reduction management during the project construction phase is not only related to the carbon reduction efficiency of construction，but also to the carbon reduction effectiveness of operation and maintenance after the project is completed. On the basis of analyzing the characteristics of comprehensive development projects in the area and the formulation of low-carbon construction strategies，this article summarizes and proposes specific management strategies for low-carbon construction of comprehensive development projects in the area，including：reasonably setting carbon reduction goals and formulating corresponding carbon reduction implementation paths；Give full play to the leading role of the construction unit in carbon reduction during the planning and design stage；Strengthen the leading role of construction entities in reducing carbon emissions during the project construction phase；Make full use of policy dividends and actively seek financial support for “carbon compensation”；And leverage the supporting role of information technology and platforms in project carbon reduction. In order to provide reference for low-carbon construction management of similar projects in related industries.
