集体土地棚户区改造项目投资风险研究

摘要:2015年北京市明确集体土地棚户区改造和环境整治项目的模式和审批程序,以此为标志,棚户区改造与传统的土地一级开发模式融合,成为北京市土地一级开发的重要形式。经过若干年的实施,近年陆续有集体土地棚户区改造项目整理完成的经营性土地入市,意味着改造工作成效初显。结合集体土地棚户区改造项目的实践,从实施主体的角度,探讨集体土地棚户区改造项目的主要工作内容、重难点、投资风险等内容。希望通过实践案例的总结分析,提炼出有价值的成果,对于其他棚户区改造项目的实施和相关政策的完善提供借鉴。关键词:项目管理;棚户区改造;投资风险;案例Abstract:In 2015,Beijing clarified the mode and approval procedure for the renovation of rundown areas and environmental remediation projects of village collectively-owned land,taking this as a symbol,the combination of rundown area reconstruction and traditional land consolidation and development mode has become an important form of land development in Beijing. After several years of implementation,in recent years,a succession of village collectively-owned land has been put into the market after the completion of the shantytown reconstruction project,which means the end of the reconstruction work. In this paper,based on the practice of village collectively-owned land shantytown reconstruction project,from the perspective of the implementation of the main body,the main work content,difficulties,investment risks and other content of village collectively-owned land shantytown reconstruction project.
