[摘　要]　治理是与原有的项目管理互相补充的公共项目管理绩效改善的研究范式，包括为公共项目选择合适的治理结构，或者根据公共项目的实际需要量体裁衣地为其进行治理结构创新。以深圳地铁5号线BT工程为例，具体阐释了公共项目治理结构创新应与项目自身的特点以及项目所处的外部环境相匹配，才能真正达到公共项目管理绩效改善的目的。

Abstract: Governance is a complementarity of the original research paradigm of public project management performance improvement. It includes the approach to select a proper governance structure for the public project, or innovate the governance structure according to the actual circumstances. This paper, taking Shenzhen metro line 5 as example, explains that the innovation of governance structure of the public project must match with its features and context in order to improve its management performance in deed.
