摘要：房地产业是我国国民经济的支柱产业，但发展欠平稳，其长效机制建设亟须进一步深入。首先梳理房地产长效机制的基本内涵，接着科学凝炼房地产长效机制建设的理念，然后分析我国房地产长效机制建设面临的挑战，最后提出针对性政策建议，包括：建立住房保障体系，纾解群众住房困难；深化金融体制改革，加强现代金融监管；坚持房住不炒定位，不断优化调控政策；积极探索土地年租制，完善住房用地供应；整合交易环节税种，调动地方政府积极性。

Abstract：The real estate industry is the pillar industry of China’s national economy，but its development is not stable，and its long-term mechanism construction needs to be changed from “chrysalis” to “butterfly”. This paper first sorts out the basic connotation of the long-term mechanism of real estate，then scientifically condenses the concept of long-term mechanism construction of real estate，then analyzes the challenges faced by the construction of long-term mechanism of real estate in China，and finally puts forward the concept of “building a housing security system to alleviate the housing difficulties of the masses；Deepen the reform of the financial system and strengthen modern financial supervision；Adhere to the housing market position，and constantly optimize regulatory policies；Actively explore the annual land rent system，improve the supply of housing land；Integrate transaction taxes and mobilize the enthusiasm of local governments.”
