摘要：在分析项目代建作用的基础上，就代建的三种模式进行梳理和阐述；基于专业学习、具体实践和执业感悟，就政府投资项目代建管理中常见的问题，如投资人与代建方之间权责不清或边界不明，代建市场发育尚不够完善和充分，相关机制有待进一步完善，代建单位鱼龙混杂、水平差异较大等进行分析，在问题分析的基础上，提出相应的对策。

Abstract：Based on the analysis of the significance and role of the project agent construction，the paper sorts out and expounds the three modes of agent construction；Based on professional study，specific practice and practice perception，common problems in agent construction management of government investment projects，such as unclear rights and responsibilities or boundary between the construction party and the agent，incomplete and sufficient development of agent construction market，and relevant mechanisms to be further improved；Analyze and explain the problems that the agent construction unit is mixed with good and bad，and the level difference is large. Finally，based on the existing problems，propose improvement countermeasures.
