摘要：保障性租赁住房是我国“十四五”期间住房保障的重要发展对象，旨在满足新市民、青年人的城市住房需求。基于职住平衡视角，以近年上海市租赁住房用地出让为据，通过供需比值和可达性指数计算方法等分析，研究保障性租赁住房的供给特征与职住平衡性，进而发现保障性租赁住房存在的郊区化与空间错配现象。通过进一步剖析保障房空间错配的形成原因及机理，最后基于职住平衡视角，从规划选址、市政交通和住房建设等方面提出保障性租赁住房建设与发展策略。

Abstract：Affordable rental housing（ARH）is an important development target of housing security in China during the 14th Five-Year Plan period，aiming to meet the urban housing needs of new citizens and young people. Based on the perspective of job-housing balance，this paper studies the supply characteristics and job-housing balance of ARH by analyzing the ratio of supply and demand and the calculation method of accessibility index based on the land grants for rental housing in Shanghai in recent years，and then finds out the phenomena of suburbanization and spatial mismatch of ARH. By further analyzing the causes and mechanisms of spatial mismatch in affordable housing，and based on the perspective of job and housing balance，strategies for the construction and development of affordable rental housing are proposed from the aspects of planning site selection，municipal transportation，and housing construction.
