摘要：建筑师负责制作为建筑行业优化转型期间，解决设计咨询碎片化问题，减少技术界面，使工程提质增效的一剂良方，在提出与试点的八年中，伴随着全过程咨询、工程总承包等项目服务形式的出现，虽初见成效，但从项目组织、法律法规及市场化层面来看，仍有诸多方面有待突破。从建筑师负责制的制度逻辑出发，从价值挖掘与价值实现两个维度，以供给侧、需求侧为对象，以项目组织、目标为支点，从法规、行业、管理、市场等四个层面阐明当前问题，并由此分析得出基于项目组织层面、行业结构层面及建设大环境层面下的建筑师负责制实施策略，为其全面本土化落地、国际化接轨提供了理论贡献与政策启示。

Abstract：Architect responsibility system is a good solution to solve the problem of fragmentation of design consulting，reduce technical interface，and improve the quality and efficiency of projects during the optimization and transformation of the construction industry. In the eight years since it was proposed and piloted，with the emergence of project service forms such as whole-process consulting and general engineering contracting，although initial results have been achieved，from the perspective of project organization，laws and regulations，and marketization，the system of architect responsibility has been successfully implemented. Much remains to be done. This paper starts from the institutional logic of architect responsibility，from two dimensions of value mining and value realization，with supply side and demand side as the object，project organization and goal as the fulcrum，and expounds the current problems from four aspects，including regulations，industry，management and market. Based on this analysis，the implementation strategy of architect responsibility system based on project organization level，industry structure level and construction environment level is obtained，which provides theoretical contribution and policy enlightenment for its full localization and international integration.
