摘要：EOD理念是以生态保护和修复为基础、以特色产业运营为支撑、以区域综合开发为载体的开发模式。通过对城镇近郊生态修复及康养资源开发的分析，提出在城镇近郊实施保护与开发的基本策略。进一步讨论基于EOD理念的城镇近郊养老社区体系构建，包括产业体系、空间体系、服务体系和保障体系等多方面。最后，提出针对性的实施策略，包括生态基底的修复、医疗和大健康产业的导入、环境和产业资源的优势利用、适老化设计和产业开发路径等，推动EOD导向下的康养产业发展和养老社区建设。

Abstract：EOD concept is a development model based on ecological conservation and restoration，supported by the operation of specialized industries，and implemented through regional comprehensive development. Through analyzing the ecological restoration and health resources development in suburban towns，this paper proposes the basic strategies for protection and development in suburban towns. Furthermore，this paper discuss the construction of a retirement community system in suburban towns based on the EOD concept，including industrial system，spatial system，service system，and security system，among others. Finally，this paper proposes targeted implementation strategies，including ecological restoration，introduction of medical and healthcare industries，leveraging environmental and industrial resources，and designing for aging and industrial development pathways. These strategies aim to promote the development of the healthcare industry and the construction of retirement communities guided by the EOD approach.
