摘要：初步设计概算是建设项目总投资的依据，是建设项目实现各项管理目标的经济保证。本文分析北京轨道交通初步设计概算中价差预备费计取的现状及存在问题，依据现行的造价政策及市场实际情况，提出在初步设计概算批复中计列价差预备费项目，待工程结算审计后单独批复认可价差成本的解决方案，以期为概算编制及决策人员提供参考。

Abstract：The preliminary design budget estimate is the basis for the total investment of the construction project and the economic guarantee for the construction project to achieve various management objectives.This paper analyzes the current situation and problems of price difference reserve fee in the preliminary design budgetary estimate of Beijing rail transit. According to the current cost policy and the actual situation，this paper puts forward the solution of calculating the reserve fee for price difference in the approval of the preliminary design budget，and approving the cost of price difference separately after the audit of the project settlement，in order to provide reference for the budget preparation and decision-making personnel.
