摘要：以EPC模式来实施政府投资项目时，发包时点的选择对于业主与承包商之间的合理风险分担以及项目管理工作的开展具有重要影响。本文首先梳理我国当前法律法规中关于政府投资项目选择EPC模式时对发包时点的三种不同规定；其次，分析影响发包时点选择的关键因素；最后，对不同发包时点下的计价模式、招标方式及限额设计措施等业主关键管控要点进行分析，以期为政府投资项目EPC模式的提质增效提供参考。

Abstract：The selection of the contracting time point of the EPC mode of government investment projects has an important impact on the reasonable risk sharing between the contracting party and the contractor and the targeted development of project management. This paper first sorts out the three different time points of the EPC mode contracting of government investment projects in my country’s current laws and regulations；secondly，distinguishes the factors that affect the selection of contracting time points；finally，analyzes the relative risk control measures such as contract valuation，bidding and limit design of EPC projects，so as to realize the quality and efficiency of the EPC model.
