摘要：既有建筑节能改造的公共品属性和正外部性特征要求实施市场监管和激励政策支持。从既有建筑节能改造市场特性与发展必然要求分析入手，基于既有建筑节能改造市场发展客观需求导向，构建推进发展的总体思路，从三个主体层面提出既有建筑节能改造市场治理与发展实践策略：“市场主导，政府监管，协同治理”的市场化发展模式；优化要素市场构成，以能力建设支撑市场可持续发展；以发展客观需求为导向，开拓主体内在能动性驱动市场发展。

Abstract：The public goods attribute and positive externality characteristics of energy-saving reconstruction of existing buildings inherently require the implementation of market supervision and incentive policy support. Starting from the analysis of the characteristics and inevitable development requirements of the existing building energy-saving renovation market，based on the objective demand orientation of the development of the existing building energy-saving renovation market，the overall idea of promoting development is constructed. The governance and development practice strategy of the existing building energy-saving renovation market is proposed from three main levels：a market-oriented development model of “market leading，government supervision，and collaborative governance”；Optimize the composition of factor markets and support sustainable market development through capacity building；Guided by the objective needs of development，exploring the inherent initiative of the main body to drive market development.
