全生命周期“房屋养老”机制研究:境外经验及启示

摘要:我国存量住房面临老龄化凸显、安全隐患突出和居住品质下降等问题,需要构建全生命周期和可持续的房屋养老机制。日本、韩国、新加坡、德国以及我国香港等国家和地区积累了丰富的房屋养老制度经验,均以法律法规形式建立了完整的房屋养老制度安排。在资金投入上,大多规定产权人是房屋维修改造的责任主体和成本承担者,并采取多种方式推进拆除重建。同时,设立强制性、周期性的房屋体检制度,并积极发展工程质量潜在缺陷保险和房屋财产保险等房屋保险。基于此,提出境外经验对我国房屋养老的启示。关键词:房屋养老;房屋保险;房屋体检;境外经验Abstract:Stock of housing in China is facing problems such as aging,prominent security risks,and decline of living quality,therefore,it is necessary to build a full life-cycle coverage and sustainable mechanism of elderly care of housing. Countries and regions such as Japan,South Korea,Singapore,Germany and Hong Kong have accumulated rich experiences in the elderly care of housing,and establish complete institutional arrangements by laws.In terms of investment mechanisms,most of these countries and regions stipulate that the property owner is the responsible subject and cost bearer of housing maintenance,and adopt various ways to promote demolition and reconstruction. At the same time,they set up a mandatory and periodic housing inspection mechanism,and actively develop housing insurance such as inherent defects insurance and family property insurance.
