摘要：公路建设项目的社会稳定风险有其自身特点。现有的公路建设项目社会稳定风险调查，公众参与不便，参与意愿不强，调查深度受制于项目进度和民众知情度，项目建设与民众言行动机相互影响。由此提出创新参与方式、拓宽参与渠道，公众全程参与、动态跟踪风险，重视个体声音、建立反馈机制等对策，为摆脱公路建设项目社会稳定风险调查公众参与困境提供出路。

Abstract：The social stability risk of highway construction projects has own characteristics. The convenience and willingness of public participation is insufficient in the existing investigation of social stability risk. Additionally，the depth of the investigation is constrained by project progress and people’s knowledge，also there is interaction between project construction and people’s motivation of words and actions. This paper puts forward some ways to out of the dilemma of public participation in social stability risk investigation of highway construction projects by innovating participation modes，broadening participation channels，whole process public participation，dynamic risk tracking，paying attention to individual opinions and establishing feedback mechanisms.
