摘要：质量检测是水利建设工程质量管理中验证施工质量、控制施工工艺、推动技术进步的一项重要技术手段。目前，水利工程质量检测行业初具规模，但行业供给侧结构性矛盾突出，发展遇到体制机制障碍，急需创新深化、改革攻坚。按照“问卷调查—现状分析—路径选择”的研究思路，以浙江为例，通过文献研究、调查研究、归纳演绎、实证研究等方法，分析、探讨当前水利工程质量检测行业存在的主要问题，并就推动行业高质量发展提出对策建议。

Abstract：Quality inspection is an important technical means for the construction quality of water conservancy construction officers，control construction technology，and promote technological progress. At present，the first scale of tool measurement and measurement engineering of water conservancy projects，but the industry’s supply-side conspiracy to create crimes is strong，and the development encounters institutional obstacles，and it is urgent to innovate and deepen and reform to tackle tough problems. According to the research idea of “questionnaire survey，status quo analysis，path selection”，taking Zhejiang as an example，this paper analyzes and discusses the main aspects of the current water conservancy engineering quality inspection industry by means of literature examination，investigation and research，inductive deduction，empirical research and other methods，and proposes countermeasures to promote the industry’s high grand construction.
