[摘　要]　从回顾我国勘察设计行业资质管理历史沿革入手，梳理了其法律体系，归纳了新标准特点，并结合资质企业近年来发展现状，分析设计资质管理面临的问题，进而提出相应对策，以期对行业发展有所裨益。

Abstract: Starting with reviewing the history evolution of qualification management in our national survey and design industry, the paper sorts out its legal system, summarizes the characteristics of new standard. Combined with the development status of qualified enterprises recent years, it analyzes their problems of design qualification management and puts forward some countermeasures in hope for this industry development.
