摘要：老旧小区改造是城市更新的重要载体，而资金保障是改造工作顺利开展的重要前提。通过梳理老旧小区改造工作中资金筹措难点，并基于理性分析，提出老旧小区资金筹措的相关对策，包括：制定和完善相关政策法规，以吸引社会资本参与；通过发行专项债、创新金融融资方法等手段，多渠道拓展老旧小区改造资金来源；激发社区居民参与老旧小区改造的积极性，合理分担个人出资部分等。本研究希望为从事老旧小区改造工作的相关主体提供参考。

Abstract：The renovation of old residential areas is an important carrier of urban renewal，and financial security is an important prerequisite for the smooth implementation of the renovation work. By sorting out the difficulties in fundraising in the renovation of old residential areas and based on rational analysis，this paper proposes relevant strategies for fundraising in old residential areas，including：formulating and improving relevant policies and regulations to attract social capital participation；By issuing special bonds and innovating financial financing methods，this study will expand the sources of funds for the renovation of old residential areas through multiple channels；Stimulate the enthusiasm of community residents to participate in the renovation of old residential areas，and reasonably share the personal investment portion. To provide reference for relevant entities engaged in the renovation of old residential areas.
