摘要：在对基础设施存量资产现状分析的基础上，从建设投资角度，以数字化为工具提出盘活基础设施存量资产的四个层次：资产数字化、运营数字化、决策数字化、数字资产化，用实践案例阐释数字化发挥的重要作用，并给出了建议，期望为盘活基础设施存量资产工作提供有益参考。

Abstract：Based on the analysis of the current situation of infrastructure stock assets，this paper proposes four levels of revitalizing infrastructure stock assets from the perspective of construction investment by using digitalization as a tool：digitalization of assets，digitalization of operation，digitalization of decision making，and digitalization of assets，explains the important role played by digitalization with practical cases and gives suggestions，expecting to provide useful references for the work of revitalizing infrastructure stock assets.
