摘要：作为对外承包工程的重要组成部分，对外设计咨询发展存在明显滞后。根据国际工程活动的特点，在梳理出对外设计咨询分为服务业主型和服务承包商型，且前者发展不足是对外设计咨询所面临的主要困境后，探究制约服务业主型对外设计咨询发展的供给侧和需求侧两端的现实问题，从而提出推动服务业主型对外设计咨询发展的对策建议，以期为我国设计咨询机构和对外承包工程企业更好践行“一带一路”倡议提供精准和有力的参考。

Abstract：As an important component of overseas engineering contracting，there is an obvious lag in the development of overseas design consulting. According to the characteristics of international engineering activities，after sorting out that overseas design consulting is divided into service-owner type and service-contractor type，and the lack of development of the former is the main dilemma faced by overseas design consulting，this article explores the practical problems on both supply side and demand side that restrict the development of service-owner type overseas design consulting，so as to put forward countermeasures and suggestions to promote the development of service-owner type overseas design consulting，in order to provide accurate and powerful references for Chinese design consulting institutions and overseas engineering contracting enterprises to better implement the Belt and Road Initiative.
