摘要：设计单位在PPP+EPC项目早期阶段介入，对项目投资、建设、运营各阶段工作有重要影响。以浙江义乌商城大道隧道工程项目为例，分析设计牵头的PPP+EPC项目组织架构、运作流程和参建主体职责，总结设计牵头的PPP+EPC模式的经验做法，以期为相关类型项目的实施提供参考。

Abstract：Design units intervene in the early stages of PPP+EPC projects and have an important impact on project investment，construction and operation activities. Combined with Zhejiang Yiwu Mall Avenue Tunnel Project，the paper analyzes the organizational structure，operation process and responsibilities of the participants in design-led PPP+EPC projects，and summarizes the experience and practice of design-led PPP+EPC projects，in order to provide reference for the implementation of related types of projects.
