摘要：通过对市政项目估算指标体系的构建原则、构建方法及偏差处理措施进行研究，建立科学合理的市政工程估算指标体系，并制定指标体系的动态调整机制，使指标体系既能反映正常条件下的投资水平，又能适应市场的变化。市政工程估算指标体系不仅为编制和审批项目建议书、可行性研究报告的估算提供了依据，也可为限额设计提供参考。

Abstract：Through the research on the construction principle，construction method and deviation treatment measures of the municipal project estimation index system，this paper establishes a scientific and reasonable municipal engineering estimation index system，and formulates the dynamic adjustment mechanism of the index system，so that the index system can not only reflect the investment level under normal conditions，but also adapt to the market changes. The index system of municipal engineering estimation not only provides a basis for the preparation and approval of project proposals and the estimation of feasibility study reports，but also provides a reference for the design of quota.
