[摘　要]　从国家、部委、省市地方三个层面阐述了我国建筑节能政策的现状，在参考美国日本节能政策经验的基础上构建了我国的建筑节能政策支撑体系，并对该体系的内涵进行详细的论述。

Abstract: This paper describes the actual state of building energy saving policies in China from the levels of state, ministry and locality. In reference to the building energy saving policies experience of the United States and Japan, the paper constructs the policy support system of China's building energy saving, and discusses the connotation of the system in detail.
