摘要：相较于传统工程咨询，全过程工程咨询最突出的特点之一就是它具有整体性、综合性、一体化特点，而上述特点在很大程度上有赖于总控管理发挥作用。在分析总控管理应有功能的基础上，就总控管理的作用，工作职责和重点，总控管理如何有效落实等展开讨论，以期为相关同业开展全过程工程咨询和进行全咨项目的总控管理提供参考。

Abstract：Compared with traditional engineering consulting，one of the most prominent characteristics of the whole process engineering consulting is its integrity，comprehensiveness and integration，which to a large extent depends on the role of the general control management. Based on the analysis of the functions of the general control management，this paper discusses the role，the responsibilities and priorities of the general control management，and how to effectively implement the general control management，with a view to providing reference for the relevant peers to carry out the whole process engineering consulting and general control management of general consulting projects.
