摘要：老旧小区改造任务繁重，资金需求量大，采用PPP模式是快速缓解财政资金压力的有效办法。风险识别是PPP项目中的重要环节，是风险评价、风险分配及风险应对的依据。总结分析PPP模式城镇老旧小区改造项目特点，将项目全过程划分为准备、采购、执行三个阶段，并对各阶段风险进行识别和分析，希望为同类项目提供借鉴。

Abstract：The renovation task of old community is heavy and the demand for funds is large. PPP model is an effective way to relieve the pressure of financial funds quickly. Risk identification is an important stage in PPP project，which is the basis of risk evaluation，risk allocation and risk response. This paper summarizes and analyzes the characteristics of old community renovation project under the PPP model，divides the whole process of the project into three stages：preparation，procurement and execution. The risk of each stage is identified and divided from the perspectives participants and work content，which provides reference for similar projects and has a certain guiding role.
