片区整体开发项目总控模式探索

摘要:目前国内的建设工程普遍采用针对单体项目的“业主+全过程工程咨询”或“业主+工程监理”的项目管理模式,为适应片区整体开发大型项目群更高的管理需求,本文结合国内大型建设工程的项目总控经验,以大型片区整体开发项目群为例,在“业主+项目总控+工程监理”的管理模式基础上,案例采用“一个业主+设计总控&施工总控&投资总控+多家工程监理单位”的模式,取得了较好的管理效果。进一步对这种模式的特点进行分析,构建“业主+N个专项总控+M个工程监理”的管理模式,可为类似项目提供参考。

Abstract:The traditional project organization model - “owner + whole process engineering consulting” or “owner + engineering supervision” has been widely used for single project in China currently. In order to meet the higher management requirements of large-scale project group development,this paper combines the project controlling experience of domestic large-scale construction projects,and takes the integrated development project group of large area as an example,based on the management mode of “owner + project controlling + engineering supervision”,the case adopts the mode of “one owner + design controlling & construction controlling & investment controlling + multiple engineering supervision units”,and achieves better management effect. Additionally,further analyzes the characteristics of this mode,and constructs the management mode of “owner + multi-engineering general control + mutil-engineering supervision”,provides references for similar projects.
