摘要：工程总承包模式下发包人要求是招标文件重要组成部分，对项目成败至关重要。从工程总承包项目功能交付过程的内在逻辑来剖析编制发包人要求的前提条件，形成发包人要求编制策划框架，进一步明确了发包人要求编制策划核心要素的实施过程，并用案例验证。研究成果将为发包人要求编制提供理论依据和实践指导。

Abstract：Under the EPC model，the employer’s requirements are an important part of the bidding documents，and it is also an important reason for the success of the EPC project. The EPC requirements planning framework is formed by analyzing the prerequisites for developing the requirements of the contractor from the inherent logic of the functional delivery process of the project，and further clarifies the implementation process of core elements of the employer requirements planning，and uses a case to verify. The results will provide theoretical basis and practical guidance for the preparation of the requirements of the employer.
