摘要：海外铁路EPC项目与国内铁路项目相比，其设计管理具有一定的特殊性。作为EPC项目的龙头，设计管理优劣直接影响项目的整体管理效果。通过设计管理模式的比选，介绍基于总体总包模式的海外铁路EPC项目设计管理组织架构，分析其设计管理原则，从质量管理、进度管理、设计组织及协调等方面，总结项目设计管理的要点及具体措施。通过管理要点及措施的实施，总体总包设计管理模式不但满足项目设计质量及进度的要求，也可有效发挥设计单位管理优势，缩减EPC总承包商项目管理团队，可供类似项目参考与借鉴。

Abstract：Compared with railway projects in China，overseas railway EPC projects have certain particularities in their design management. As the leader of EPC projects，the design management quality directly affects the whole EPC project’s management effects. Through the comparison and selection of project design management modes，this paper introduces the design management organization of overseas railway EPC projects based on the overall and total package mode，analyzes the principles of design management，and summarizes the main points and specific measures of project design management from the aspects of quality management，schedule management，design organization，and coordination. After the implementation of management points and specific measures，the overall and total package management mode not only meets the design quality and progress requirements of the project but also effectively utilizes the management advantages of the design team，reduces the project management team of the EPC contractor，which can provide the reference for similar projects.
