摘要：以国家和部分省（市）公布的政策性文件以及福建省2018年-2022年间公开招标的120个全过程工程咨询项目样本为研究对象，基于政策分析和多项目统计数据，开展全过程工程咨询发展外生性和内生性分析等多维度研究，厘清全过程工程咨询的发展现状，分析存在的问题，判断发展的趋势和方向，并提出未来制定相关政策的参考及启示。

Abstract：On the basis of the policy documents published by the country and some provinces（cities） that can query information through the internet and 120 full process engineering consulting projects publicly tendered in Fujian province from 2018 to 2022，and based on policy analysis and multi project statistical data，the paper carries out multi-dimensional research such as exogenous and endogenous analysis of the development of full process engineering consulting，clarifies the development status of the whole process engineering consulting，and analyzes the existing problems，judges the development trend and direction，and puts forward the reference and enlightenment of formulating relevant policies in the future.
