摘要：针对房地产项目在开发过程中经常出现进度滞后的问题，从工程业务部门角度出发，梳理了建设单位在项目开发决策阶段、设计阶段、总包招标阶段、施工阶段的预控内容，期望通过对这些事项的提前谋划和决策，实现房地产项目开发进度风险的预防控制。

Abstract：In view of the problem that the progress of real estate projects often lags behind in the development process，this paper combs the pre control contents of the construction unit in the project development decision-making stage，design stage，general contractor bidding stage and construction stage from the perspective of the engineering business department，and expects to achieve the prevention and control of the progress risk of real estate project development through the advance planning and decision-making of these matters.
