摘要：近年来，ABO模式在片区综合开发、城市项目运营和城投公司转型等热点领域得到了诸多实践探索。在当前规范地方政府融资举债、防范金融风险的政策背景下，从适用领域、政府授权、项目融资、预算管理、绩效考核等方面，分析ABO模式合规性考察重点及要求，并结合广西柳州某地区某片区开发项目具体阐释，最终从合规性角度，提出论证项目特征情况、评估投资经营能力、明确授权经营协议、借鉴PPP模式优点、出台政策文件支撑等建议，希望为ABO模式的合规运作提供参考。

Abstract：In recent years，ABO mode had been applied to many practical explorations in hot areas such as comprehensive development of the area，operation of urban projects and transformation of city investment company. Based on the background of regularizing the behaviors of local government financing and borrowing，and preventing financial risks at present，from the aspects of applicable fields，government authorization，project financing，budget management，performance evaluation，etc.，this paper analyzes the key points and requirements of the compliance inspection of the ABO model，and combines the case of specific interpretation of the development project in a certain area of Liuzhou，Guangxi. Finally，from the perspective of compliance，puts forward some suggestions，such as demonstrating the characteristics of the project，evaluating the investment and operation ability，clarifying the authorized operation agreement，learning from the advantages of the PPP model，and issuing policy documents to support it，hopes to provide reference for compliance operation of ABO mode.
