老旧小区改造中的多元主体协同机制研究——基于深圳市场化政策改革的经验

摘要:深圳推行了市场化的城市更新模式,通过打破“政府收储—拆迁安置—政府出让土地”的“旧制度”,促进政府、市场、社区三方利益共享,形成多元主体协同机制。然而在老旧小区改造过程中,市场化的城市更新模式未能促进三方利益共享,项目实施困难。基于合作型治理理论,指出深圳市场化的城市更新模式存在市场主体的领导力不足、多元主体的参与规则不清晰、政府的审核监管不足、共识形成的协商过程缺乏、社区的参与文化不成熟等问题。因此,市场化的城市更新模式需要进一步完善市场主体权力、明确参与规则、强化政府监督、构建多方共识、塑造社区参与文化,以构建多元主体协同机制。

Abstract:Shenzhen implements a new model of market-oriented urban renewal,and promotes the sharing of interests between the government,the market and the community by reforming the “old institution” of “government collection,storage,demolition and resettlement,and land transfer”,so as to form a multi-stakeholder collaborative mechanism. However,in the old community redevelopment,this model failed to promote the sharing of benefits between the three parties,resulting in difficulties in project implementation. Based on the theory of collaborative governance,this paper analyzes the problems of the multi-stakeholder collaborative mechanism under the Shenzhen marketization model,such as insufficient leadership of market players,unclear participation rules,insufficient government supervision,lack of consensus consultation process,and immature community participation culture. Therefore,the market-oriented model needs to further improve the power of market entities,clarify the rules of participation,strengthen government supervision,build multi-stakeholder consensus,and shape a culture of community participation,so as to build a multi-stakeholder collaborative mechanism.
