[摘　要]　分析了区分所有权法律关系的构成要素，进而指出了基于部分业主的不当利用行为，害及居住建筑物整体安全的原因，提出制定更具可操作性的规范性文件、加强舆论宣传、赋予业主相互监督权利、向后拓展质量监管部门的监管范围以及参加财产保险以分散风险等解决对策，以对区分所有财产业主权益进行必要的保护。

Abstract: The elements of the legal relationship of partitioned ownership are analyzed in this paper, and furthermore the reasons are discussed, for that the building security might be affected by individual owner improper utilization for its own segment. To protect the legitimate rights and interests of other owners, the corresponding countermeasures have been proposed, e.g. to enact more workable legal provisions, to strengthen propaganda, to entitle the right of mutual supervising to owners, to expand the scope of supervision for construction administrative department and to participate property insurance and so forth.
