摘要：基于高校新校区建设以及新校区规划设计招标的特点，结合校园规划设计招标工作实践，阐释做好校园规划设计招标工作的几点体会。即：招标模式的选择须基于项目自身的具体情况；稳定规划条件是校园规划设计招标质量得以保证的前提；准确编制设计任务书是建设项目目标达成的关键；应有的补偿和奖励是调动市场主体积极参与投标的有效手段；实施“评定分离”是确保中标方案与建设方需求“最佳匹配”的务实之举。

Abstract：Based on the characteristics of new campus construction and new campus planning and design bidding，combined with the practice of campus planning and design bidding，this paper explains some experiences of doing a good job of campus planning and design bidding. That is，the selection of bidding mode must be based on the specific situation of the project itself；Stable planning conditions are the premise of ensuring the quality of campus planning and design bidding；Accurate preparation of bidding assignment is the key to the achievement of construction project objectives；Due compensation and reward is an effective means to mobilize market participants to actively participate in bidding；The implementation of “separation of evaluation” is a pragmatic measure to ensure the “best match” between the bid winning scheme and the needs of the construction party.
