[摘　要]　工程建设领域的行政管理中存在着备案与许可混淆、以备案的形式变相许可等不规范的现象，增多了行政管理的程序，延长了工程建设周期，对工程行政管理造成了不利的影响。因此，需要对工程建设领域的备案制度进行研究，规范备案制度。通过对备案与行政许可的比较研究，对备案制度进行了梳理，并对完善备案制度提出了建议。

Abstract: Many phenomena such as confusion of record and license exist in the administration management of the project construction field. These phenomena increase the procedure of administration management, have very negative impact. Therefore, the study on the record management system of project construction field has very significant importance to instruct practice. This article gives some recommendations on how to improve record management system through comparative study of administrative record and license.
