摘要：工程项目串标行为不仅会发生在投标人与招标人、投标人与投标人之间，还会发生在投标人与招标代理机构、评标专家、电子招投标交易平台甚至行政监督人员等不同的利益主体之间。诚信缺失、信息公开不到位、串标行为难以认定以及对串标行为惩治不力等因素均是造成串标行为屡禁不止的根源所在，利用大数据快速有效认定串标行为进而采取强有力的惩罚措施，会起到强大的震慑作用，加之采取扩大信息公开、实行全方位全过程监督等措施，会在很大程度上减少工程项目串标行为的发生。

Abstract：Collusive acts in projects will not only occur between bidders and the tenderee，between bidders and bidders，but also between bidders and bidding agencies，bid evaluation experts，electronic bidding trading platform and even administrative supervisors. The root causes that collusive acts happen frequently are the lack of integrity，the inadequate information disclosure，the difficult identification and the ineffective punishment of collusive acts. Using big data to quickly and effectively identify collusive acts and then take strong punishment measures will play a strong deterrent role. In addition，measures such as expanding information disclosure and comprehensive supervision will greatly reduce the occurrence of collusion in the projects.
