摘要：阐述ABO模式在我国城市轨道交通项目建设运营中的应用情况，以北京轨道交通项目为例，分析其应用中存在的法律依据不充分、操作程序有待完善及政府仍存在支付压力和责任等问题，提出明确法律地位、完善相关程序、增强被授权单位融资能力及注重操作模式融合设计等措施建议。

Abstract：This paper expounds the application status of ABO model in the construction and operation of urban rail transit in China. Taking the Beijing rail transit project as an example，analyzes the problems existing in its application，such as insufficient legal basis，operation procedures to be improved，and the government still has payment pressure and responsibility. Finally，puts forward some suggestions，such as clarifying legal status，perfecting relevant procedures，enhancing the financing ability of authorized units and paying attention to the design of operation mode fusion.
