摘要：首先运用PEST分析法从政治、经济、环境、技术四个角度分析被动式超低能耗建筑的宏观发展环境，然后根据钻石模型理论，从微观环境角度分析被动式超低能耗建筑产业发展的制约因素，最后提出被动式超低能耗建筑的发展策略，为推动我国被动式超低能耗建筑的发展提供参考。

Abstract：The paper first uses the PEST analysis method to analyze the macro development environment of passive ultra-low energy buildings from four perspectives：politics，economy，environment，and technology. Then according to the diamond model theory，analyzes the constraints of the development of passive ultra-low energy building industry from the perspective of the micro-environment. Finally，puts forward suggestions on the development of passive ultra-low energy buildings，which can provide reference for promoting the development of passive ultra-low energy buildings in China.
