摘要：REITs市场的演进是基于法律、政策的后验变量。基于美国REITs市场的发展经验，探讨中国公募REITs市场发展的两个关键核心问题，即底层资产的优质性与经营管理的优质性。在此基础上，提出促进公募REITs市场的参与主体多元化、将REITs产品与保障性租赁市场和养老产业相结合、推动底层资产结构升级、聚焦存量优质资产实现资源要素合理化配置，以及提升管理人管理能力等路径建议。

Abstract：The evolution of REITs market is a posteriori variable based on law and policy conditions of certain region. Based on the development experience of American REITs market，this paper discusses two core issues during the development of China’s public offering REITs market，namely，the quality of underlying assets and the quality of operation and management. On the basis，proposes path advices of diversifying the participants in the public offering REITs market，combining REITs products with the indemnificatory leasing market and the elderly care industry，promoting the upgrading of the underlying asset structure and the rational allocation of resource elements，and improving management capabilities of the manager.
