摘要：随着我国城镇化水平的不断提升，基础设施建设迎来“风口”，基础设施市场开发模式和投资方式也日趋多元化，并衍生ABO等新型投资模式。在分析ABO模式产生背景及典型运作模式的基础上，对ABO模式下项目实施流程、实施要点、风险管理等进行分析总结；并通过将其与传统PPP项目开发模式进行对比，提出社会投资人参与ABO项目的注意事项，以期为社会投资人转型发展提供帮助。

Abstract：In recent years，with the continuous improvement of urbanization level，infrastructure construction has ushered in new opportunities. The development mode and investment mode of infrastructure market are becoming more and more diversified，and new investment modes such as ABO are derived. This article analyzes the background and the typical modes of the ABO model，summarize the implementation process，implementation points，and risk management under the ABO model. By comparing with the traditional PPP project development model，puts forward the considerations for social investors to participate in ABO projects，in order to provide assistance for the transformation and development of social investors.
