[摘　要]　从建设工程安全质量管理各个参建主体着手，包括业主、承包商、设计单位、工程咨询机构到政府等各部门，分析当前我国安全质量管理体制逐渐暴露出的与客观形势不相适应的问题。通过对发达国家体制特征的分析，提出我国建设工程安全质量管理体制的发展思路。

Abstract: Through the angles of all anticipants including owners, contractors, design institutes, engineering consultant companies and government departments, this article analyzes the concerned issues of the current safety and quality management system which gradually exposed in our country. It also prompts the development ideas of the safety and quality management system by using the developed countries′ management system for reference.
