摘要：分析PPP+EPC项目的监理工作现状，针对实际工程中存在监理单位受到EPC总承包商的掣肘、政府行政监督工作存在滞后性、地方政府既是“监督者”又是“被监督者”等问题，将声誉管理、飞行检查等理论与BIM、物联网等信息化技术相结合，构建适用于PPP+EPC项目的“超业主”监理模式，以期提高该类项目的监理工作效果，促进项目建设达到安全、优质、绿色等高质量建造目标。

Abstract：This paper analyzes the current situation of the supervision work of PPP+EPC project. In view of the problems that the supervision unit being constrained by EPC general contractor in the actual project，the government’s administrative supervision work is lagging，and the government is both a “supervisor” and a “supervised person”，combines reputation management，unannounced inspections and other theories with BIM，Internet of Things and other information technology to build a “super-owner” supervision model suitable for PPP+EPC projects，in order to improve the supervision work effect of such projects and promote project construction to achieve safety，high-quality，green and other high-quality construction goals.
