摘要：基于业主的主要义务视角分析2017年版FIDIC银皮书，将业主的义务分为支付义务、提供现场和通行权义务、提供工程资料和数据义务、协助与配合义务、对承包商的保障义务、及时答复与告知义务、任命业主代表义务和其他义务等八个方面进行单项梳理。对比2017年版与1999年版FIDIC银皮书存在业主义务的条款，分析条款修订的意义，提出业主在履行义务过程中存在的风险以及控制风险的建议。

Abstract：This study analyzes the 2017 version of FIDIC silver document for EPC projects from the employer’s main obligation perspective，and divides the employer’s main obligation into eight parts containing payment，the access to the site，engineering information and data，assistance and coordination，guarantee，a quick reply and inform，the appointment of the employer’s representative and others，and compares the differences between the 2017 version and the 1999 version of FIDIC silver document for EPC projects on the terms of the employers. Then analyzes the significance of amending the clauses. Finally，raises the possible risks when the employers fulfill their obligations and puts forward some suggestions on controlling the risks.
