摘要：针对设计企业转型工程公司的路径设计，提出“制定转型战略—优化运营体系—开展项目实践”的基本思路。在制定转型战略时要注重战略实施的时序性、整体性和系统性，在优化运营体系的过程中要把握四个重点，包括实行阶段性组织结构转型，强化技术、资本、劳动力三大生产要素的基础支撑作用，加强风险管理体系建设和项目管理体系建设。转型要有步骤、有重点地开展项目探索实践。

Abstract：Aimed at the design of the transformation path from design enterprise to engineering company，this paper puts forward the basic idea of “formulating the transformation strategy-optimizing the operation system-developing the project practice”. In formulating the transformation strategy，should pay attention to the timing，integrity and systematization of the implementation of the strategy，and grasp the four key points in the process of optimizing the operation system，including the implementation of the stage organizational structure transformation and strengthening the basic supporting role of the three production elements of technology，capital and labor force，strengthening the construction of risk management system and project management system. The transformation should be closely combined with specific projects，and project exploration and practice should be carried out step by step and with focus.
