摘要：分析PPP项目运作各个环节中的不确定性事件，然后准确识别出105个PPP项目再谈判触发事件。在不完全契约理论和再谈判的角度下，从事前事后两个主要方面入手，提出PPP合同对再谈判的两种控制途径：事前机制的设计和事后履行的监督。最后提出“策划先行、再谈判为主线、项目增值为目标”的PPP项目合同条款设置理念，构建实现PPP合同再谈判条款的模型，以此推动PPP项目再谈判的顺利开展。

Abstract：This paper analyzes the uncertainty event in each link of PPP project operation，and identifies 105 PPP project renegotiation trigger events accurately. From the perspective of incomplete contract theory and renegotiation，starting from the perspective of two main aspects before and after，puts forward two ways to control the renegotiation of PPP contract：the design of the prior mechanism and the supervision of implementation afterwards. Finally，proposes the concept of PPP project contract terms setting of “planning first，renegotiation as the main line，and project value-added as the goal”，and constructs a model for realizing the renegotiation terms of PPP contracts to promote the smooth development of PPP project renegotiations.
