摘要：相较于传统的造价管理模式，全过程造价咨询可根据每个项目的特点，制定不同的造价咨询方案和服务，对建设项目进行整体调控，提高项目的风险管理效果。阐述项目全过程造价咨询服务思路和工作重点。结合实际案例，介绍全过程造价咨询在项目决策阶段、设计阶段、招投标阶段、施工阶段和竣工结算阶段的应用，得出全过程造价咨询在项目管控成本、缩短工期和避免三超方面具有明显的实施效果。

Abstract：Compared with the traditional cost management modes，the whole process cost consultation can formulate different cost consulting schemes and services according to the characteristics of each project，so as to regulate the construction project as a whole and improve the risk management effect of the project. This paper expounds the whole process of project cost consulting service ideas and work focus. Combined with practical cases，introduces the application of whole process cost consultation in project decision-making stage，design stage，bidding stage，construction stage and completion settlement stage，and concludes that the whole process cost consultation has obvious implementation effect in project cost control，shortening construction period and avoiding three excesses.
