摘要：工程总承包模式在各地政府投资类房建项目中的应用占比逐年提升，但多数政府投资类项目的发承包双方在合同专用条款中未约定合理化建议利益分享方式，从而加大了项目建设期投资控制的难度。就民用房屋建筑工程在工程总承包模式下，分析合理化建议利益分享的必要性，探讨合理化建议利益分享适宜涵盖的内容，研究合理化建议利益分享的具体方式、比例，并指出合理化建议利益分享适宜在政府投资类工程总承包项目中进一步推广施行。

Abstract：The application proportion of the engineering procurement construction（EPC）mode in local government investment housing construction projects is increasing year by year，but the contracting parties of most government investment projects do not make a promise on the reasonable proposal benefit sharing method in the special terms of the contract，which increases the difficulty of investment control in the construction period of the project. With civil housing construction engineering in EPC model，this paper analyzes the necessity of the benefit sharing of rationalization proposal，discusses the suitable content to be covered in benefit sharing of rationalization proposal，studies the concrete way，proportion to achieve the benefit sharing of rationalization proposal，also points out that the benefit sharing of rationalization proposal is suitable for further implementation in the EPC project invested by the government.
